To operate, housing authorities receive two types of subsidy from the federal government - debt service and operating. Today, nearly one-half of the operating expenses of the Athens Housing Authority are paid for by tenant rents and other local income. Housing authorities utilize no local tax revenues. Instead, housing authorities make an annual  payment in lieu of taxes (PILOT) to local governments.
