The Athens Housing Authority creates affordable rental housing opportunities for low-to-moderate income families in Athens-Clarke County. Rent is based on a choice made by the family. Families may select a rent based on 30 percent of their adjusted annual income or a maximum or “flat” rent based on private market rents for similar housing in the community.

Explanation of Rental Choices

30 Percent of Adjusted Annual Income Option

In this choice, the Admissions and Occupancy staff will review a family’s income and family composition annually. Rent is based on 30 percent of the family’s income (this is a standard amount developed by HUD). As the family’s income grows, the rent will be adjusted to reflect that increase in order to better prepare the family for entry into the private rental market or homeownership.

Flat Rent Option

Although the Admissions and Occupancy staff will review the family composition annually, the family income is not reviewed for three years. However, the flat rent amount is evaluated every year and can increase or decrease based on private market rental properties.

In either rent structure, if a family’s income decreases because of a job loss, the rent payment is reduced once the head of household reports this information to the Admissions and Continued Occupancy staff.

The range for Flat Rents is as follows:

* Flat rent will vary depending upon apartment size and neighborhood.
** Six bedroom apartments are located in J.R. Wells and Nellie B neighborhoods. Interior modernization has not started in these communities; therefore, this is reflected in the rent structure.


Rent Adjustments

Because rents are based on income, families must report any increases or decreases in their annual income within ten days of the change. If a family’s income increases, their rent will be adjusted by the appropriate amount. Unlike the private rental market, the reverse is also true. If a family’s income decreases, they must also report that information so that their rent payment may be adjusted downward.

Income Disallowance

Income disallowance is any income that is “disallowed” by HUD for purposes of income calculation. Some earned income is disallowed if it is connected with certain job training programs. Those who are unemployed for 12 months and meeting other specific criteria may be eligible for income disallowance.


Payment of Rent

If you decide to move into an Athens Housing Authority community, you will need to pay a security deposit of $200 ($100 for elderly, ages 62 years and above) and your first month’s rent calculated by the Admissions and Occupancy Office.

Rent and utility charges are due the first six working days of the month. Working days are classified as Monday – Friday between the hours of 8 a.m. and 5 p.m.

Rent and utility charges may be paid in the exact amount by personal check or money order or in cash. Cash payments can only be taken at the rent office window or drive up window during business hours. Checks and money orders can be mailed or processed at the rent office window or drive up window. We are unable to cash government, payroll or third party checks.


Utility Allowances and Charges

Based on size, location, and other factors, each dwelling unit is allotted a utility allowance. Any energy costs in excess of this allowance are the responsibility of the resident. Utility charges are included on monthly rent statements. The rent office or property manager can provide details on utility allowances and charges.
